The party plans the quickest possible coronation for Ross, who confirmed on Friday he would stand after Jackson Carlaws shock resignation on Thursday night.
Party officials are trying to dissuade other people from standing to avoid a delay in Rosss appointment as leader, after a series of opinion polls showed a majority of voters are now backing Nicola Sturgeons Scottish National party.
Ross confirmed the previous Scottish leader, Ruth Davidson, had agreed to take first ministers questions for the Conservatives until the next Holyrood elections, but will not assume the role of interim leader or act as Rosss deputy.
Carlaw quit after a series of polls showed the SNP were on course to win an overall majority in the forthcoming election, putting a second independence referendum back on the agenda, with support for the Tories slumping to 20%.
Panelbase polls put the SNP at 55% in a Scottish election. The same polls showed support for independence had now reached a record 54%, excluding dont knows.
A senior party source said the Tories believed Panelbases results were accurate and that put the future of the UK in peril. The Scottish party believes a large part of their challenge is countering deep antipathy towards Boris Johnson among potential Tory voters in Scotland.
His backers believe Ross can counter attacks that he will be controlled by No 10 by pointing out he was the first UK government minister to resign in protest over the decision by Dominic Cummings and his wife to travel to Durham during lockdown while they were ill with Covid-19 symptoms.
In his statement on Friday confirming he planned to stand, Ross said: This is a crucial time in Scottish politics. We are months away from an important election, and need strong, decisive leadership of our party to take on and defeat the SNP in seats right across the country.
[I] want us to show clearly to everyone in Scotland, no matter where they live or who they are, that if they want to move on from the divisions of the past and focus on the issues that really matter; a strong economy, good schools, safe streets and a world-leading NHS then the Scottish Conservatives will be their voice.
Scotland is an integral part of the United Kingdom and thats a relationship I want to maintain and improve. Under my leadership, this will be an absolute priority.
In a move likely to provoke opposition attacks about being a part-timer, Ross will seek a seat at Holyrood in the 2021 Scottish parliamentary election but is expected to stay on as MP for Moray. Supporters came bearing both the Belarusian state flag and the white-red-white flag favoured by the countrys opposition. Others had signs calling for the release of political prisoners or demanding change. As night fell, protestors sang a protest anthem about walls crumbling, a translation of the 1980s song adopted by the Polish Solidarity movement.
The rallies are in support of Svetlana Tikhanovskaya, a reluctant presidential candidate thrust into the race after her husband was arrested, and backed by other opposition candidates disqualified from the 9 August elections.
She is challenging Alexander Lukashenko, the countrys president since 1994, who has jailed key opposition leaders and accused Russia and the west of seeking to destabilise the country by supporting his opponents.

Lukashenko is expected to win the elections, particularly as he exerts immense influence on elections officials. Most independent polling is illegal in Belarus, although a poll ordered by Belarusian state television has projected Lukashenko to win in a landslide.
Thursdays historic rally came as the Belarus government said it had arrested 33 Russian mercenaries sent to destabilise the country and would impose extra precautions on public rallies, a measure that appeared designed to target Tikhanovskayas campaign.
The pro-Tikhanovskaya rallies have grown steadily through a week of campaigning in cities and towns across the country, setting up one of the most unpredictable presidential elections in Belarus. She has been joined onstage by two key female allies, a striking image in the normally male-dominated politics in Belarus.
At Thursdays rally, Tikhanovskaya repeated her campaign promises of freeing all political prisoners and organising new elections.
Lower estimates would still put the rally on the level of mass protests in 2010, when tens of thousands gathered to protest disputed elections to re-elect Lukashenko. More than 600 were detained afterwards in a brutal crackdown that led the EU and US to sanction Lukashenko.
Smaller rallies took place after presidential elections in 2006 and as recently as 2017. In both cases, hundreds were arrested.

NatWest tumbled into the red by £1.3bn in the second quarter as it stashed away another £2.1bn to cover bad debts caused by the coronavirus crisis.
Preparations for a further downturn wiped out profits at the taxpayer-owned lender formerly known as Royal Bank of Scotland which reported a £1.7bn profit during the same period last year.
Its earnings were stung by a £2.1bn loan loss provision to cover a jump in defaults in the coming months, as businesses and households struggle to repay their debts because of the economic slump triggered by the pandemic. Analysts had expected a second-quarter charge of £943m.
NatWest Groups chairman, Howard Davies, said: Its always disappointing to report a loss but as youve seen from the banks that have already reported, our first-half numbers show the impact the pandemic is having on our profitability.

NatWest said the impairment costs which brings total provisions so far this year to £2.9bn reflected the deterioration of the economic outlook. Full-year loan loss charges are expected to total £3.5bn-£4.5bn.
The banks worst-case scenario forecasts predict a 16.9% drop in gross domestic product for 2020, with unemployment peaking at 14.4%. in the fourth quarter of this year. However, its central forecasts are for an economic decline of about 14% this year, with the jobless rate hitting 9.2%-9.8% in the final three months of 2020.
The lender warned it could be forced to take a writedown if the economic blow was larger than expected: The impacts of Covid-19 on the economy and the mitigating benefits of government support schemes remain uncertain and could result in changes to our financial results in upcoming periods, including the possible impairment of goodwill.
The group said it was still aiming to cut £250m of costs by the end of the year, which included a headcount reduction of 500 jobs in the second quarter. A spokeswoman said that figure had been achieved as a result of people leaving the business and not being replaced, and that job cuts would not be made until after September.
The chief executive, Alison Rose, said the lender was still in a strong financial position: Our performance in the first half of the year has been significantly impacted by the challenges and uncertainty our economy continues to face as a result of Covid-19. However, NatWest Group has a robust capital position, underpinned by a resilient, capital-generative and well-diversified business.
NatWest is the latest UK bank to reveal the mounting costs of the pandemic.
Lloyds reported a second-quarter loss of £676m after putting aside £2.4bn for bad debts. Barclays quarterly profit plunged 75% to £359m after a £1.6bn loan loss charge.
Smaller lenders have also struggled. TSB which is owned by Spains Sabadell - said it plunged to a £65.5m loss for the first half of 2019 compared with a profit of £21.1m a year earlier, after taking a £111m loan loss charge.
The bank has already slashed 1,000 jobs in the past year and is closing 82 branches by the end of this year. However, Sabadell said on Thursday that it was looking at accelerating cost cuts at TSB, raising the prospect of further job losses.

Meanwhile, annual losses at the digital bank Monzo ballooned to £114m in the year to February from £50m a year earlier, as it warned that the financial strain of the Covid-19 crisis had put the companys future at risk.
This increases the risk that the group will not be able to execute its business plan, which could adversely impact its ability to generate a profit or raise sufficient capital to meet future regulatory capital requirements, Monzo warned in its annual report.
On Monday, HSBC will be the last big UK lender to report its second-quarter results. The Guardian reports that Epstein friend Ghislaine Maxwell was arrested July 2, 2020, and police charged her for allegedly participating in Epsteins sex trafficking.
Unsealed documents contain a July 25, 2015, email from Epstein to Maxwell saying, You have done nothing wrong and i woudl [sic] urge you to start acting like it. Go outside, head high, not as an esacping[sic] convict. go to parties. deal with it.
The documents contain information from Epstein accuser Virginia Giuffre, who claimed that Maxwell lured her into Epsteins orbit at 15 years old, under the guise of offering work as a masseuse.

Research from the Brookings Insititute, published by Bloomberg Businessweek, finds that predictions that the nations stay-at-home orders from the crisis would spur a baby boom have failed miserably.
Instead, the U.S. is expecting significantly fewer births:
The Guttmacher Institute surveyed about 2,000 American women in late April and early May and found that 34% wanted to delay pregnancy or have fewer children as a result of the pandemic. That outweighed the 17% who said they wanted children sooner or more of them. [Emphasis added]
In June the Brookings Institution released a study predicting the U.S. is headed for a large, lasting baby bust. Its researchers forecast there will be 300,000 to 500,000 fewer children born in the U.S. in 2021 than there would have been absent the crisis, which amounts to a decrease of roughly 10% from 2019. That means the number of babies never born is likely to greatly exceed the number of Americans whove died from coronavirus, which is approaching 150,000. The effect on population will be longer-lasting as well: Many of the babies who arent being born would have lived into the 22nd century. [Emphasis added]
Following the Great Recession from 2007 to 2009, demographers predicted that there would be a baby boom as had happened in the second half of the 20th Century following economic declines. But, the baby boom never came.
Had prerecessionary fertility patterns been sustained through 2019, there would have been 6.6 million more births, and nearly 3 million more women would have had their first child over the last 11 years, University of New Hampshire demographer Kenneth Johnson told Bloomberg Businessweek.
As Breitbart News reported, birth and fertility rate data released by the U.S. Census Bureau reveals that less than 3.8 million babies were born in the U.S. in 2018 a drop of two percent, or almost 64,000 less births compared to the year before.
Since 1971, the birth rate has been below replacement level, according to the CDC. Birth rates across all major racial groups non-Hispanic whites, Hispanics, non-Hispanic blacks, and non-Hispanic Asians were again below replacement level for 2018.
Despite a declining birth rate below replacement level, Republican and Democrat lawmakers have yet to lay out a national agenda to increase American births, fertility, and family rates.
Conversely, Hungarys Prime Minister, Viktor Orbán, has implemented a pro-family agenda to increase his nations birth rate among similar rapid decline, as Breitbart News has reported. As part of that agenda, the government of Hungary gives a loan of $33,000 to eligible Hungarian couples after they marry. That loan is fully forgiven by the government so long as the couple has three children.

Banks, in a Thursday letter to Barr obtained by Breitbart News exclusively ahead of its public release, expressed that he is worried about a Chinese Communist Party-aligned company that donated drones to U.S. law enforcement and emergency services organizations in 22 states nationwide. Da-Jiang Innovations (DJI), a Chinese company, has come under scrutiny for drones being used to spy on Americans before. But now, amid the coronavirus pandemic, the Chinese company said it donated 100 drones to 45 different police departments, fire departments, and public safety organizations in 22 states. Banks, a leader on the threat of Communist China and a member of the House Republicans China Task Force, is asking Barr to investigate the matter and ban the use of the Chinese drones in the United States.
Im writing out of concern with numerous state governments use of unmanned aerial vehicles (UAVs) produced by Dà-Ji?ng Innovations (DJI)a commercial drone manufacturer based in China, Banks wrote to Barr. On April 1, 2020, DJI announced that it was donating, 100 drones to 45 police, fire and public safety organizations in 22 states, to help states respond to the COVID-19 pandemic. Although DJI did not list the specific agencies which it donated drones to, it published a map of the states that have received drones which included Indiana. In November 2019, the Department of Justice (DOJ) acknowledged the danger of foreign-made drones and urged a review of the products supply chain before allowing the technology to be used by DOJ officials. To protect Americans privacy from foreign overreach, the DOJ should lead a national effort to ban their use at the state and local level.
Banks continued by noting that the use of Chinese drones by federal law enforcement is already banned by the Department of Homeland Security and the threat to the United States of local law enforcement and other emergency services departments using Chinese drones is clear.
The danger of using drones produced in China is well known throughout the interagency, Banks wrote to Barr. In May 2018, the Department of Defense (DoD)s banned the purchase and use of DJI drones due to cybersecurity risks and the Department of Interiors grounded its entire UAV fleet over concerns with DJI in January of this year. According to a 2017 memo from the Los Angeles office of Immigration and Customs Enforcement, that agency had moderate confidence that DJI was providing critical infrastructure and law enforcement data to the Chinese government. The memo specified that, much of the information collected includes proprietary and sensitive critical infrastructure data, such as detailed imagery of power control panels, security measures for critical infrastructure sites, or materials used in bridge construction.
Banks also noted that the data that the Google-based Android application used to operate the drones collects may be transmitted back to the Chinese Communist Party, a serious risk for American national security.
On Thursday, July 22, two cybersecurity research firms, Synackti and GRIMM, released a report claiming that the Android application used to operate DJI drones collects and transmits large amounts of users personal information to the firm, Banks wrote. This is especially concerning because the Chinese Communist Party requires DJI and all other technology companies based in China, to provide it with any and all data it requests.
Banks concluded his letter to Barr by citing a speech that Secretary of State Mike Pompeo gave to the National Governors Association this year about the threat that China is presenting to state and local governments here in the United States and warned that a ban on Chinese drones is necessary as a result.
In early February, Secretary Pompeo gave a speech to the National Governors Association in which he warned that the Communist Party is increasingly focused on local and state governments in its attempt to influence and infiltrate U.S. politics, Banks wrote. DJIs decision to donate drones to local governments after being blacklisted from most federal agencies is especially suspicious when viewed in this light. I appreciate your leadership on our nations challenges with the Chinese Communist Party and applaud the work of the Department of Justices China Initiative. I urge you to consider a national ban on DJI drones and appreciate your attention to the matter.
Pompeo, in an exclusive interview with Breitbart News this year, laid out what the Chinese Communist Party is trying to do to influence state and local governments like the law enforcement agencies that DJI sent these drones to that Banks is writing about here and how the FBI and Justice Department are responsible for stopping this.

I have great faith in our law enforcement, Hansen said. Yes, there are some bad actors at times, but we believe in law and order.
One of the things I find most disturbing is the kind of disrespect shown to our law enforcement, Hansen added. DOI said according to the Federal Bureau of Investigations National Crime Information Center, there are some 1,400 unsolved cases of missing and murdered American Indians and Alaskan Native women in the United States 136 cases are in Minnesota where the first task forces office opened.
The project began on November 26, 2019, when Trump signed Executive Order 13898.

Todays opening of the first Missing and Murdered Native Americans Cold Case office demonstrates the commitment of the Operation Lady Justice Task Force to achieving the mandate set out for it under President Trumps executive order, Sweeney said. Cold cases in Indian Country will be addressed with determination and the understanding that the victims in these cases will be accorded some measure of dignity and compassion not only for them, but for their survivors, as well.
President Trumps Executive Order established the Operation Lady Justice Task Force, a multi-agency effort co-chaired by Secretary Bernhardt and U.S. Attorney General William P. Barr, a press release about the initiative said. Its purpose is to enhance the operation of the criminal justice system and address the staggering number of missing and murdered American Indian and Alaska Natives in Tribal communities.
The Cold Case Task Forces are in accordance with the Presidents Executive Order and will be staffed with law enforcement personnel and newly appointed special agents from the Bureau of Indian Affairs Office of Justice Services (BIA-OJS), along with personnel from other Operation Lady Justice Task Force partners including tribal law enforcement, the Federal Bureau of Investigation and Offices of the U.S. Attorneys, the press release said.

A week later, Dokoupil went to the post office to pick up the delivered ballots at the PO Box he had created for them.
At first, a worker could not find his mail. When he sought to confirm the answer, he was dismissed.

21 percent of the votes hadnt been delivered within the same city after four days.
Some mailed a week prior were also missing.
At the end of the experiment, only 97 percent of the ballots arrived. Three percent were missing, leading Dokoupil to declare those mock voters were disenfranchised by mail.
The reporter then hit the streets and couldnt find a resident who would say a kind thing about the mail service.
I just dont trust the mail, one woman said.
Another woman said she wanted to actually see her vote submitted to see that it actually counts.
President Trump shared the news story on Twitter on Wednesday.
That was preceded by a tweet slamming mail-in voting in New York.

In April, the Public Interest Legal Foundation estimated 28 million mail ballots went missing over the last decade.
Putting the election in the hands of the United States Postal Service would be a catastrophe. Over the recent decade, there were 28 million missing and misdirected ballots, PILF President and General Counsel J. Christian Adams said.
These represent 28 million opportunities for someone to cheat. Absentee ballot fraud is the most common, the most expensive, to investigate, and can never be reversed after an election. The status quo was already bad for mail balloting. The proposed emergency fix is worse.
