Oracle provides free download of the entire Siebel suite including the Siebel server, the Gateway server and DB server. If you want to start a self study on Siebel I would recommend downloading Siebel Tools, Siebel Tools Client and Sample database. This should allow you to develop and also view the screens in vanilla Siebel. Update on 15 May 2018: For some time Oracle has changed the layout of Edelivery (https://edelivery.oracle.com). It is much easier to select and download Siebel. I would recommend that you down load Siebel Industry Applications. Search for Siebel CRM with your Operating system. Select Siebel Industry Application base and add it to your cart. Go to Checkout and download this base. Usually the full Siebel application has a limited license. Accept the license Agreement.
You can select the individual items in the packages. Since version 15.5 you cannot use Siebel SQL Anywhere Database anymore, you must use Oracle XE.

The names of the software are not the same as the application themselves and you need to use an imagecreater to get the actual installable files. This article will explain that part. First , go to https://edelivery.oracle.com. If you have a login in Oracle support, you can use that userid and password. Otherwise register to log in.

Siebel Business Applications Version 8.1.1.0 ImageCreator Files ID: V26511-01 Without this, nothing works. This converts the downloaded .jar files into installable files.
Once downloaded, take all the files that you need and unzip all of them in the same folder.
Note that in the folder there is a file called Windows_ImageCreator.exe This file creates the installers. While I was tried double clicking this installer out the last time, I ended up getting an error message. So I went ahead and tried running it from the widows DOS prompt
Lets see how we can get the installer for Siebel server.
Open a command prompt and go to the folder where all the unzipped files are.
Type Windows_ImageCreator.exe -console
a new DOS prompt will open
After this I have typed all the entries I made and the output from the DOS prompt
